Have they finished final asphalt layer? and the sewerage connection /hole should be at level with the final asphalt layer to make rain water move freely into the hole. Check other roads for verification.

I think that the dirty part is the John Teye to Ofankor stretch of the road. I believe that the dirt is carried from the construction section from White House end to Ofankor.

Do they work at night? If no, they need to consider it. At night, less interruptions and speeds up the work. In USA, most of the road works are done at nighttime. So you barely see traffic jams. Thanks for the update.😊
